Abstract

Introduction. The pharmaceutical market is a strategic sector of the Russian economy, ensuring national security and public health. In the context of market transformation and global challenges, research on regional pharmaceutical markets, as a key mechanism for ensuring medicines accessibility, becomes particularly relevant. Purpose. This study aims to conduct a comprehensive analysis of the state and development trends of the pharmaceutical market in Russian regions (using the Voronezh region as a case study) to identify key challenges and develop measures for its optimization. Methods. The research employs a multi-faceted approach, combining statistical, comparative, structural, and systemic analysis. The information base comprises data from analytical agencies (2021-2023), Rosstat, industry association materials, and annual reports of major market players. Results. The study reveals a stable growth of the pharmaceutical market in the Voronezh region, exceeding the national average. Factors driving market growth, such as price increases and rising consumption, have been identified. The market structure is characterized by the dominance of the commercial segment and a growing share of online sales. Key challenges include dependence on imported substances, monopolization, high prices, uneven territorial distribution of pharmacies, and a shortage of qualified personnel. Conclusion. The main conclusions highlight the need to develop and implement regional economic policies aimed at stimulating local production, supporting competition, ensuring medicines accessibility, developing logistics, and strengthening the workforce. The findings can be utilized by regional authorities in formulating strategies for pharmaceutical market development and improving the quality of life for the population.
